WITH reference to your telegram No. 5 of the 8th instant, I have the honour to inform you that I am making further representations to-day to the Wai-wu Pu with the view of extracting an increased offer from the Shansi gentay. The latter have, however, in my opinion, almost reached their limit, and their attitude has recently become very uncompromising.
I fear there is no chance of inducing the Central Government to accept responsibility for the difference between the Shansi offer and the sum mentioned by the Syndicate.
